Request For Evidence Of Statutory Compliance
This document requests documentation that each county or municipality that enforces the Texas Transportation Code must generate in order to be in compliance with standing law. They will not be able to produce the documents requested as they will not be authorized to enforce the code. You should notice that I say that with confidence. Municipalities Simply Cannot Enforce The Code
The question of who can enforce is addressed by Texas Administrative Code, Chapter 37, Part 1, Chapter 4, at 4.14 which addresses Texas Transportation Code, 644.101

The crux of the code is this, the Department of Public Safety can enforce the Texas Transportation Code along with, at most, 5 local officers of a
qualified county, one of which can be a municipal officer. I know that sounds insane, but we didn’t write the code, we just read it. And no, we did not miss some arcane code hidden in the back of the book.
